effective culture Ms. Emser is a
Certified Professional Development Coach who works
with individuals and organizations to identify and
use their strengths to reach their goals.
She has coached hundreds of individuals-business
professionals, educators, and parents across the
US and internationally since her certification in
1999. She also serves as a consultant,
presenting workshops to businesses, schools, and
agencies on what it means to be a professional,
creating respectful relationships and many other
topics. Dina is an adjunct faculty member of
the Adler School of Professional Psychology in
Chicago. She is the author of Trusting the
Fortune Within and co-author of Roadmap to Success
with Ken Blanchard and Stephen
Covey. Ms Guthrie has worked in the
Human Resources field for thirty years. She
has experience in every aspect of the HR process,
including policy development, writing handbooks,
and developing recruiting plans and compensation
programs and has been instrumental in the start up
of numerous HR departments. Cindy designs
and facilitates management development programs
for small- to mid-sized companies, is a part-time
instructor at Parkland Community College and
teaches workshops and seminars at Parkland
Business Training Center. Cindy's passion for
helping managers create an environment for people
to succeed in their work lives has lead her into
coaching. She conducts career coaching,
works with a local firm on outplacement programs,
and facilitates group coaching for beginning HR
professionals. This is an interactive
half-day workshop presented by the Central
Illinois Human Resources Group on Tuesday, October
20, 8:00 am to 12:00 pm at the Hilton Garden

Understanding Unemployment Insurance for
Employers is
designed for HR Professionals who want more
information on submitting employer protests and
adjudication. IDES representatives will also
review state programs designed to help employers
recruit and take advantage of federal tax
programs.

Revised Form I-9 Now Expires in
2012

U.S. Citizenship and Immigration
Services (USCIS) recently issued an updated
version of the Employment Eligibility Verification
form known as Form I-9. The old form was amended
with a new revision date of Aug. 7, 2009, and is
now set to expire Aug. 31, 2012.
It
contains no substantive changes, according to
Jackson Lewis' Global Immigration
practice.
Employers can still use the
I-9 form with the revised date of Aug. 7, 2009, or
Feb. 2, 2009, for all new hires and
re-verifications, according to the USCIS web site.
The revision dates are located on the bottom
right-hand portion of the form. Employers do not
need to fill out new forms for current
employees.
Employers must complete a Form
I-9 for all newly hired employees to verify their
identity and authorization to work in the United
States.
All documents presented during the
verification process must be current and
unexpired, according to USCIS. Employers cannot
request specific documents from employees. Under
federal law, the employee selects which documents
she or he wants to present as part of the I-9
verification process.
Civil and criminal
penalties may ensue if I-9 form edicts are
violated. Form I-9 must be kept by the
employer for three years after the date of hire or
one year after employment is terminated, whichever
is longer. The form must be available for
inspection by authorized U.S. government
officials, such as the Department of Homeland
Security and the Department of Labor.

Tougher Enforcement Headed Your
Way?

True to promises made by the Obama
Administration, employers can expect to see much
more aggressive enforcement of federal
anti-discrimination laws in the very near
future.
Here's the latest . .
.
New Wage
and Hour Compliance Officers Labor
Secretary Hilda Solis has publicly emphasized
increased enforcement as a priority, focusing
primarily on the Office of Federal Contract
Compliance Programs (OFCCP), the Occupational
Safety and Health Administration (OSHA) and the
Wage and Hour Division. The Wage and Hour Division
alone plans to hire more than 200 new compliance
officers to enforce the Fair Labor Standards Act
(FLSA) and other statutes. Agency Budget
Increases Budgets for the Equal
Employment Opportunity Commission (EEOC) and
Department of Labor (DOL) are on the rise for the
first time in years, with significant increases
planned for 2010. The EEOC will undoubtedly use
those resources to pursue its renewed emphasis on
systemic (i.e., class-wide)
discrimination. Department of
Justice U.S. Attorney General Eric
Holder announced a few days ago that the
Department of Justice (DOJ) will increase the
budget for the Civil Rights Division by $22
million and hire more than 50 civil rights
attorneys to enforce various federal laws,
including the Americans with Disabilities Act
(ADA), the Civil Rights Act of 1964 and the
Immigration Reform and Control Act (IRCA). The
Division has already started filing far more
"friend of the court" briefs in private
discrimination matters. Other Enforcement
Activities Other agencies are upping the
enforcement ante as well. Immigration Customs and
Enforcement (ICE) recently announced that it is
issuing notices of investigation (NOIs) to 652
employers nationwide. OFCCP announced that it will
audit recipients of federal stimulus money. OSHA
announced a new National Emphasis Program (NEP),
targeting companies whose reported injury history
is significantly less than the norm. What Does All This Mean
for Employers? It's pretty simple:
follow the law. Employers that don't are likely to
face tougher audits and enforcement than has been
seen in decades.
